Read the labels before the numbers
Axes, units, and footnotes decide the answer. Many misses come from a truncated axis or a percentage read as an absolute value.
Percentage versus amount
Decide whether the question wants an absolute change or a percent change, and compute the percent from the correct base.
Pull only what you need
Each question uses a small part of the figure. Find the two or three values that matter and ignore the rest.
